At the same time, research suggestions the public want more information about how their data is being used (Ditchfield et al, 20xx), and this comes at a time where trust in data-driven systems is low. However, organisations have had particular concerns regarding making their systems more transparent, including:

Concerns about people trying to ‘game the system’

Concerns about the expense and resources needed to make their algorithms transparent

Questions about what constitutes as transparency in this space – some algorithms are hard to explain, and even more simplistic algorithms require some statistical knowledge to make sense of their decisions

Questions about how meaningful the description will be to any individual, as apposed to groups

As algorithmic systems increasingly influence decisions in areas such as healthcare, policing, employment, and education, demands for transparency have grown. However, simply making technical details public, such as the data and the systems design details, is often not enough. This has led to the development of the concept of socially meaningful transparency (Bates et al., 2024). Socially meaningful transparency refers to transparency that not only focuses on technical disclosure, but also about making information understandable, relevant, and useful to the people and communities affected by algorithmic systems. It involves tailoring transparency practices to the social context in which a system is used, and to the needs, capabilities, and concerns of different stakeholders.

Recommendations for Socially Meaningful Transparency

The concept of socially meaningful transparency is grounded in several key principles:

Reduction of information asymmetries between organisations and non-commercial external actors.

Enhanced legal rights to access information.

Shared decision making about what gets made transparent.

Making visible social impacts and uncertainties of data-systems.

Clear and accessible communication,

Timing of transparency practices

Adequate resourcing.

(Bates et al., 2024)

Challenges

While socially meaningful transparency offers a more inclusive and impactful vision of algorithmic openness, it also presents challenges:

Information asymmetry.

Uncertainty.

Resourcing.

Further Resources

Bates, J., Kennedy, H., Medina Perea, I., Oman, S., & Pinney, L.
